I lost my license because of an DUI. I do not currently own a car, and need to purchase one. I am required in the state of Iowa to have SR22 insurance and a breath lock devise installed on any cars i own. If i purchase a new vehicle can i put someone on my insurance to drive it from the dealership to my home, and again to have the breath lock device installed?

Maybe, but it sounds like you're trying to get around the requirement for the insurance. You can always hire a towing service to deliver the vehicle. The key thing is not to violate the terms and conditions of your insurance policy, and I would review that with your insurance carrier.
