Needs a bit more definition, however as the topic is Space Exploration, Moon and Apollo Program specific. In 1895, avacuum was well known, a trip to the Moon a theory, by H G Wells. In his version a large cannon was used, which would have probably turned the astronauts into strawberry jam, since it required about 22g's (your earth weight being 1) to exceed Earth's gravity to orbit in one titanic shot (about 17,500 miles per hour) let alone go to the Moon (at 25,000 mph). In the mid 1950's there was a project called HARP (High Altitude Research Project) which fired projectiles from a very large (22 inch) rifled cannon buried in Barbados. Even electronics fried under the stress and the objects all failed to gain orbit. In 1895 there was basic high-altitude medical knowledge, usually from the victims of runaway balloons. Very early electronics existed as well as photography and very early celestial navigation.
The bottom line is that if someone with a vast amount of money would have tried to go to the Moon in 1895, the chances for success were monstrously slim. Nil. Suicide. Even if they survived the initial shot, their blood would boil before they even cleared the clouds and their capsule, or what was left of it, stood a better chance of finally hitting the Sun, than ever hitting the Moon.
