Stolen Car reporting Issue?
I loaned my car to a so-called friend which promised to buy the car and pay for it in 3 installments ( I have written emails form him). He paid me some, but he stopped paying in September. I sent him emails, called him and certified mail demanding to return the car, he ignored them all. Also he moved from the address I had from him, took the car and did not give me the new address.
The car bears my name on registration/insurance/ title. I have checked it with several lawyers and I can report the car stolen since the guy is drving it without my consent, and has shown
Also he stopped any communication, and left the address I had from him.
Past from me being idiot to trust the guy, I'd like to report my car stolen. I am out of USA, will not be back soon and do not know how to proceed. Anytime I call the police, they do not file any report, and they dismiss me, since I am not in US. The police has told me to wait till I get back and file where I'd reside. Does this make sense? I am surprised that my property is stolen, I am still held responsible and I cannot report it since I am not there.
Is it possible if I'd give power of attorney to a person to file on my behalf? Which jurisdiction should the report be filed in.

since you are out of the country and given your effort, your choices are few. Evven if you give someone a power of attorney, their choices are limited. They can go to the registry and seek to unregister the car
