Most artists, unless you know them personally, will require compensation for their work. No one wants to do hard work without getting paid. There are a number of websites where you can view portfolios and profiles on different artists for hire. You may also wish to find an artist who's style fits that which you're trying to create via a website such as Deviant Art and contact them regarding your idea. It never hurts to ask.
