My mother is a repeated alcholic and is harming her self by falling,driving, ect..... Last time she went to emergency room BAC was .21. Can I have her put into treatment even if she refuses? I am her Power of Attorney over her health and finances..... She has been in rehab twice before....

Absolutely, given that the terms of the HCPOA do not forbid it. On the other hand, you will need the cooperation of her physician and some insurance companies will not pay for this kind of hospitalization under this kind of circumstance. You should be able to do it but you should proceed with caution.
