I have a Declared Homestead that I put on my house wen it was purchased in 1995. My ex husband got into trouble and he received a $300,000 fine which was put on my house as a lien. Is my $75,000 still protected from that type of Judgement

I'd say yes, and furthermore I'd question whether the lien can be enforced against your property at all. A lawyer should look at how title is and was held, when the divorce occurred, when the lien arose, and the nature of the judgment or other transaction that gave rise to the lien.
