NYC...My mom was attacked by 2 dogs which belong to her neighbor. My mom sustained several scratches and 3 bites from the dogs, which required her to be transported to the emergency room and receive a tetnis shot. A police report was completed and only one of the dogs was removed because the dog was not legally registered. Can my mom sue the owner of the dogs?
