It is a court order that you owe the money. Many times the creditor files an abstract of judgment in the recorder's office and it can muddy the title to your property. If it is a homestead, often times you can get around it.
More often a creditor will file a writ of garnishment and the creditor will attach your bank account or a constable may come to your house to see if you ahve any non-exempt property to sell to satisfy the judgment.
