Briggs and stratton 4.5 HP getting too much fuel?
9 times out of 10 it is a faulty fuel inlet valve. Either the needle or seat is damaged or fouled due to varnish/gum from old/bad fuel. Cheap part, easy to replace (if you have nimble fingers and good eyes; these are tiny parts!) Remove carb, remove bowl from bottom of carb, slide out float pin, replace needle AND seat, be sure that needle is properly inserted. Reassemble, replace.
