Friend got pulled over, had paraphernalia, went to jail for the night, had drug tests. Next morning he got out of jail, was told he would have a paraphernalia charge and an OWi, but its been 3 weeks and he hasnt heard anything. He said he's talked to everyone and says it's just a waiting game to see if they charge him or not. What can he do or what will happen?

I wouldn't worry about it too much. If they want to charge him he'll hear about it.
