My brother is 17 years old. He's living with our mother currently. However as of 2 months ago, she never paid her electric bill and the power has been shut off. There's no food in the house, and the house is in shambles. What do I have to do to get custody of him and provide him with a stable home life? Also he's diabetic and the no food situation scares the living day lights out of me. Please help. We're in New York state.

Go to the family court immediately and file a petition for a change of custody.
